Conditions you must meet

  • The employer applies — and a new employer must apply all over againMOM adds the second half here that the Employment Pass page leaves to its renewal guidance. Changing jobs is a new pass, not a transfer.
  • Open to any nationality, with a job offer in SingaporeMOM states the nationality-blindness explicitly, which matters on a pass that is otherwise rationed by quota.
  • $3,300 a month for a new application, rising with age to $4,800 at 45 and aboveSGD 3,300 min all sectors · SGD 4,800 max all sectors age 45 plusBenchmarked to the top third of local associate professional and technician salaries by age.   • The employer is subject to a quota and a monthly levyThe Employment Pass page says 'no foreign worker levy or quota required'. This one says the opposite. A firm at its dependency ratio ceiling cannot hire another S Pass holder however qualified.
  • The employer MUST provide medical insuranceFor the Employment Pass, MOM says employers 'can choose'. Here it is mandatory.
  • Declaring qualifications is optionalUnlike the Employment Pass, where they earn COMPASS points. If they are declared, the employer carries the duty that they are authentic and from an accredited institution on MOM's own list.
  • MOM publishes the odds: around 90% after a positive Self-Assessment Tool resultAn authority stating its own approval rate for a pre-check. Recorded verbatim as MOM's statement about MOM's tool, not as a VisaAI prediction.
  • A Dependant's Pass needs $6,000 — nearly double the S Pass floorSGD 6,000The S Pass qualifies at $3,300. Bringing a spouse needs $6,000. Most S Pass holders cannot, and MOM states the threshold on this page rather than leaving it to the Dependant's Pass one.

Documents you must provide

  • Personal particulars page of the candidate's passportIf the name differs from other documents, an explanation letter and supporting documents such as a deed poll are needed too.
  • The company's latest ACRA business profile
  • Regulated occupations need documents from their professional bodyMOM names fourteen: dentist, diagnostic radiographer, doctor, emergency medical technician, football player or coach, lawyer, nurse, occupational therapist, paramedic, pharmacist, physiotherapist, radiation therapist, speech therapist and TCM practitioner.
  • At issuance: a completed medical examination form, medical insurance details and work injury compensation insurance detailsThree insurance and health items the Employment Pass does not ask for. If the candidate is certified fit, the Primary Care Plan must be bought for those who need one.

Steps in the process

  • A Primary Care Plan must be bought and declared before the pass can be issuedApplies to workers who stay in dormitories accommodating seven or more, or who work in construction, marine shipyard or process sectors. Bought after the in-principle approval, declared on MyMOM Portal before issuance.
  • Do not apply if the Self-Assessment Tool says the candidate is not eligibleMOM's instruction, not advice: an application filed against a negative SAT result will be rejected.
  • Processed or updated within 10 business days
